MY sims the video game?

ok i have My sims for my D.S and i need help i only have two stars and i try to make tourist happier every day but nothing happens i make mor ehappy nothing happens. Plus when i try to give Joesph the fisherman my fish he is always fishing and i can't give him the fish! HELP ME!!
